After removing the Mukhiya, who had dual citizenship, from his post on the orders of Sitamarhi DM of Bihar, now an FIR has been lodged against him. Now efforts are being made to arrest him and send him to jail. Actually, this action has been taken against Biltu Rai alias Bilat Rai alias Bilat Prasad Yadav, head of Bhaluaha Panchayat of Sonbarsa block of the district, as he is a citizen of India as well as Nepal. Earlier he was removed from the post of Mukhiya and now an FIR has been lodged in Kanhauli police station on charges of hiding the facts. In the light of the order of District Election Officer cum DM Richie Pandey, Sonbarsa BDO has lodged an FIR.

The DM had ordered to lodge an FIR in the letter sent to the BDO. In it the DM had written that despite being disqualified under Section 136(1)(a) of the Bihar Panchayat Raj Act 2006, Biltu Rai had participated in the elections on the basis of a false affidavit by hiding the facts and was also elected. On this charge, Rai has been removed from the post of chief. Now the election for the post of chief will be held in a formal manner.

In the letter, the DM has instructed the BDO to take three types of action against Biltu Rai. First, it has been said that the accused will be freed from all financial responsibilities and the operation of the Panchayat’s account will be banned. Secondly, under the relevant sections of the Bihar Panchayat Raj Act, the Deputy Chief has been asked to take action to hand over the responsibility of the Chief. Third, an order was given to register an FIR on the charges of hiding facts, being a Nepali citizen and participating in the elections.

In this case, Mukesh Kumar Sah, the former head of Bhaluaha of Sonbarsa block and the defeated candidate, had filed a complaint in the Bihar Election Commission against the accused becoming the head by contesting Panchayat elections in India despite being a Nepali citizen. In the case number 19/2023, after the arguments, documents and investigation of both the parties, the Bihar Election Commission dismissed Biltu Rai alias Bilat Rai, the head of Bhaluaha Panchayat under Sonbarsa block, declaring it illegal to contest elections for the post of head despite being a Nepalese citizen and removed him from the post. The decision to remove has been given. Also, information about the decision has been sent to all concerned officials to follow the order. At the same time, considering the claims of former chief Mukesh Kumar Sah as true after investigation, the decision to remove Chief Billat Rai has been given.
